Nope, well possible to a point but you only get so much variation before physics intervenes.
Prehistoric stuff on earth was generally larger as the atmosphere was much richer in the things such large creatures would need (oxygen etc), a t-rex in todays age would likely suffocate for example, or at least be asthmatic.
There's boundaries you can't pass though, a man-sized ant would be impossible for example as its mass would be too much, it's legs would just snap etc etc.
